Who Can Apply for the First Efficiency Bar Examination 2026?
This first EB exam is only for teachers directly recruited to:
- Sri Lanka Teachers' Service (SLTS) – Class 3, Grade II
- Sri Lanka Teachers' Service (SLTS) – Class 3, Grade I
- Sri Lanka Teachers' Service (SLTS) – Class 2, Grade II
Teachers in higher grades will sit separate exams later (see below), since this particular gazette covers only the First EB Examination.
Understanding the Three-Tier Efficiency Bar Structure
Under the restructured arrangement, SLTS teachers must clear three Efficiency Bar examinations across 10 modules in total to qualify for professional promotions:
1. First Efficiency Bar Exam — 4 Modules
Applicable to Class 3 Grade II, Class 3 Grade I, and Class 2 Grade II teachers. This is the exam covered by the June 19, 2026 gazette.
2. Second Efficiency Bar Exam — 3 Modules
Applicable to Class 2 Grade II (Step 1) and Class 2 Grade II (Step 3) teachers. The gazette for this exam has not yet been released and will be issued separately in the future.
3. Third Efficiency Bar Exam — 3 Modules
Applicable to Class 2 Grade I teachers. This gazette is also pending and will be published later.
Important: Only the First Efficiency Bar Examination is active right now. If you belong to Class 2 Grade I or higher steps, hold off — your gazette hasn't been released yet.
Exam Paper Structure
Based on the amended SLTS Service Minute, each Efficiency Bar examination will consist of two written papers:
- Paper I – Multiple Choice Questions | Duration: 1 hour | Marks: 40
- Paper II – Structured / Semi-Structured Questions | Duration: 2 hours | Marks: 60
Application Timeline – Key Dates to Remember
- Application Commencement: June 22, 2026
- Application Closing Date: July 17, 2026
- Examination Month: September 2026
Applications must be submitted online only, through the official website of the Department of Examinations, Sri Lanka. Paper applications are not accepted for this exam cycle.

Where to Find the Syllabus and Study Materials
Since this is the first time these restructured Efficiency Bar examinations are being conducted, the Ministry has made the official syllabus and learning materials available online for self-study. Candidates are advised to refer to:
- e-thaksalawa LMS – the official study portal, where subject materials will continue to be updated
- The full gazette notification, which includes the detailed paper structure
- Sinhala and Tamil language versions of the notice, for teachers who prefer those mediums
Because the syllabus is new, it's worth checking the e-thaksalawa platform regularly in the coming weeks, as more module-specific content is expected to be added.
